The Department of Health in Taiwan has begun to extend the healthy community project since 1991 in order to promote every citizen's health by applying all the resources available to health promotion in their own communities. Based on this healthy policy, the purpose of this study is to promote the health of the local community by organizing and empowering the health promotion committee. By using participant action research, the case community as purposively selected due to its cooperation and with major health problems. From November 2000 to June 2001, 28 interested residents were recruited to participate at this committee. Through 8 empowered committee meetings, researchers explored the organizing process and outcome of this health promoting committee. Also, scale of community health sense and scale of community organization function were used to investigate the committee function and the improvement of the members' community health sense. Based on the process of Healthy City Indiana, this project implementing several community empowerment strategies such as citizen delegates, declaration ceremony, leadership training, developing meeting agenda, community and target needs assessment, and identifying community resources. The community clean-up was planned, implemented and evaluated as the first community action. Results showed that the committee members had significantly improved their perception of community environment. Regarding the committee organization functions, members of the committee perceived the highest score on "the function of leader's role", and lowest score on "organization structure". Members were most satisfied with their organization participation, but low in devotion toward organization. Results of this study indicated that the grass-root approach could successfully build up the healthy community in Taiwan. Through empowering the community committee, the community could identify their own health problem, develop its own health promotion program, and utilize its own community resources to solve the problem.
