Abstract:
Session presented on Friday, July 22, 2016: Cognizance of the depth of challenges facing the nursing profession in south Africa, in 2011 the Minister of health convened a national summit for nursing with the aim of reconstruction and revitalization of nursing of the nursing profession for a long and healthy life for all south Africans.'' The consultative summit culminated in a nursing compact providing of resolutions taken' collectively by the summit. The National Strategic Plan for Nurse Education, Training and Practice (Nursing Strategy) 2012/2013-2016/2017, provides a roadmap in generic terms for addressing the resolutions taken by the summit. The purpose of the nursing strategy was to develop, revitalize and reconstruct the profession of nursing so that the practitioners are equipped to address the burden of disease in the country. The strategy notes that execution of the recommendations will require determined leadership, pragmatic implementation plans, necessary resources and a comprehensive policy which will position nursing education in a manner comparable to national standards for professional education other professional educations while producing career focused and service oriented nursing professionals. In this regard, the strategy recommended the establishment Office of the Chief Nursing Officer with a responsibility to provide leadership and stewards in the implementations of the recommendations of the nursing strategy. One of the key recommendations of the Nursing strategy related to nursing education. Chief amongst these was the need for a dialogue between the two sectors (education and health) central to the implementation of the nursing educational programmes responsive to the population health needs and comparable to national programmes leading to professional qualifications. A series of engagements with stakeholders have been held since the approval of a programme of action as a road map for the implementation of the nursing strategy. The NEPI project administered by International Centre for AIDS Programmes '(ICAP) a PEPFAR funded initiative 'located within the 'office of the Chief Nursing Officer in the National Department of Health provides an enabling environment for a closer collaboration between the Department of Health and the Department of Higher Education resulted in a joint submission to both the Ministers of Higher Education and Health to consider the proposal for Public Nursing Colleges to offer Higher Education. Therefore, the Nursing Education Partnership Initiative provides a model/vehicle for this strategic collaborative partnership between the higher education and the National Department of Health through the office of the Chief Nursing Officer.This location of the Nursing Education Partnership Initiative (NEPI)provides an environment for active, systematic collaboration 'among nursing and midwifery organizations health 'and education professional groups and 'the two government departments. NEPI is, increasing the capacity of nursing schools, and redesigning nursing education to assure that it can produce an adequate number of well prepared nurses able to meet current and future health care demands. Lessons generated from NEPI will be applied to all colleges thus expanding access to a responsive relevant educational systems for nurses.
